Test ManagedBuildDependencyLibsTests exercises Internal builder which is problematic on cygwin, see bug 364733.
But even if the workaround mentioned in there is implemented, the test still would fail as it does not use cygwin toolchain.

The tests pass now after bug 364733 got fixed.
