In basic and formal reviews, it's is possible by anybody with access to the review group to write anomalies, 
if this user was not part of the review, he/she gets automatically added to the review.
 
 However for informal reviews. creation of anomalies is restricted to pre-selected participants.
 there is really no reason to prevent this as the person can add him/her self at any time.
 
Automatic addition of participant will simplify the process of participation for formal reviews, with no sacrifice on functionality.

Now anybody can add anomalies for all review types.  If they are not part of the review, they will be added as participants.  However, for formal reviews only Lead, Organizer and Author can add review items.  This will have to be discussed.

Also, I fixed another bug where it was not possible to add review items/anomalies from the outline view
