It's probably Tasktop dev 13055, though I'm not 100% certain of that.

This has been fixed. Proposals are now only added for values that are not user edited.

Steffen commit id=3f413f2fb34672b130ec1c700a786b79def16cfe is only in e_3_8_m_3_7_x and not in master.
