AbstractOsgiCompilerMojo.getTargetExecutionEnvironment() 

uses the EE with minimum compiler target level.

This is ambiguous, e.g.

JRE-1.1, J2SE-1.2 and J2SE-1.3

all have compiler target level 1.1, but they have different system packages.

This means that system packages used for compilation are indeterministic.

The problem equally applies when useJDK=BREE is used, so I think the title of this bug should be "BREE calculation is indeterministic".
