Currently there is PDE UI for configuring plugin start flag only on product level. It would be useful to have such option on feature level as well.
Use cases:
When publishing a new feature, a provider may need to configure which of the containing plugins should be started;
When consuming a feature, the consumer may need to use different configuration than published by the provider;

Currently in order to do that one should use p2.inf which requires a certain level of knowledge how p2 metadata is presented. It would be helpful for the end user to have UI for that since it's a common operation when publishing a feature.

Feature editor (plugins section) seems to be an intuitive place for the new option

Moving the linked bug to a dependency as this change is only helpful if the publisher will do something with the information.

It doesn't look like the p2 bug will be fixed for 3.8. With PDE resources being so limited I am removing the target milestone.
