I just realized that all my 4.x installations have no tooltips at all 
for any buttons or tabs.
The only popups I can see are
+ hovers in the Java editor
+ hover on error/warning marker in both rulers

I see the problem in a pristine 4.1.0 as well as in recent integration builds.
By contrast all my 3.x based installations show tooltips as expected.

I'm on kubuntu 11.04, pls let me know if you need more version information.

Should be a duplicate of bug 354126.

You're right. I just didn't search the SWT component, because the same
SWT version works in Eclipse 3.x.
