No one can keep their full shells on download1.eclipse.org so following the advice from the webmaster, we should use the filesystem mount on build.eclipse.org. https://bugs.eclipse.org/bugs/show_bug.cgi?id=364161

You will need a full shell on build.eclipse.org in order to publish a release.

Done. Also added nano to the list of repos to update (even though nano isn't ready for releaselor or ripplor yet).

Fixed in Virgo build tag 2.14.
