This is a variation of bug 294925. The default directory for SSH is ".ssh" in user home directory. But if user already used "ssh" that was the default before every workspace will point to "ssh" as to the default directory. Even if this is a new workspace.
For new workspaces we should use ".ssh".

Unfortunately without bug 294925 we are not able to fix this.
