Currently, when opening a pdf linked inside a html page (or directly as an entry in the TOC) Eclipse will contact the web browser to download the pdf file.

However, the real workflow should be to open the pdf when it's clicked, ideally inside the help experience, in a pdf viewer. 

Not sure how close we can get to this ideal scenario, but we should iron out these issues at least:
- the pdf is downloaded, but not opened right after
- the browser (firefox in my case) download view is left open after the download
- the pdf is downloaded using the browser download, but the browser "Download" view is left empty right after the download, only if there was a download error do we see the file still in that view
- if a pdf was linked inside the TOC (rather than a html file then embedding a pdf link) the user should be able to see the content is a pdf via an overlay/icon

Steps to Reproduce:
1. Open Help->Help Contents on Ubuntu 10.04 for example
2. Open a pdf linked inside the help system
3. Follow all steps to actually get to view the contents of the pdf

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet.

If you have further information on the current state of the bug, please add it. The information can be, for example, that the problem still occurs, that you still want the feature, that more information is needed, or that the bug is (for whatever reason) no longer relevant.
