When I choose to synchronize my workspace with the repository, I am only able to commit entire files. However, I would like to commit chunks of files while view their differences between my copy and the repository copy. When I right-click on a file difference, I should be presented with an option to stage (commit) that difference.

You're using the compare editor, right? You should be able to bring your local changes to the index and save it from there.

As an aside, I know that this works when viewing diffs in the 'Git Staging' view.

This is already implemented and pending for a review for some time. See changes:

Partial staging will only work when "Git Commits" model is used.
