1. Open an editor and give it focus.
2. Press Ctrl+F to open the Find toolbar, then close it.
3. Give the editor focus again, then press Ctrl+L.

I expected the "Go to line" bar to appear, but it doesn't.

that's weird, I must have broken this recently. I did a lot of testing with both these commands in succession, to make sure they didn't write into the same slideout, etc.

It broke when I removed my temporary "Goto Line" from the toolbar.  (I was using that to test triggering one command when the other was open).  But the logic for running a command when it has no visible dom ID was still broken.  

Fixed with d1e0437aaa74c9da7d543a32b37ba83f9dd7c0c1
