Build Identifier: 

We are BIRT chart in our application. Except english language, we are getting text are shown as boxes in the graphs.

Are you using SVG chart?
Could you try to set chart font in Chart builder? Change the font to some font family that support the languages you want them to show up.

Another way:
please try to edit report style in the report design, change the font to the one who support languages other than English.The prerequisite is that your system must has this kind of font installed.
