Installing EMF SDK into the prepackaged Indigo SR1 goes into an endless loop

Reproducible: Always

Steps to Reproduce:
1. Download the prepackaged "Eclipse IDE for Java EE Developers" from the homepage - this is Indigo SR1 and points to
http://www.eclipse.org/downloads/download.php?file=/technology/epp/downloads/release/indigo/SR1/eclipse-jee-indigo-SR1-win32.zip

2. Start the IDE, goe to "Help" -> "Install new software" and select the prepared "Indigo" update page (which points to http://download.eclipse.org/releases/indigo)

3. Enter EMF in the filter text

4. Select "EMF - Eclipse Modeling Framework SDK	2.7.1.v20110913-1526" and continue with the install process

5. After finishing the license, ... wizard pages you will notice that the update hangs at 49% since it tries to download "org.eclipse.emf.doc_2.6.0.v20110913-1156.jar.pack.gz" from the server http://mirror.netcologne.de/eclipse/releases/indigo/201109230900/aggregate/plugins

Eclipse runs in an endless loop to download this component which is not there ...

Issues with bad or incomplete mirrors such as http://mirror.netcologne.de/ should be assigned to webmaster@eclipse.org.

---

As a workaround, try selecting a different mirror from this list:

http://www.eclipse.org/downloads/download.php?file=/releases/indigo

For example, try this URL:

http://www.eclipse.org/downloads/download.php?file=/releases/indigo&url=ftp://ftp.halifax.rwth-aachen.de/eclipse//releases/indigo&mirror_id=1045

which resolves to:

ftp://ftp.halifax.rwth-aachen.de/eclipse//releases/indigo

Oddly, it does seem to be there and I was able to download the file in its entirety:

I can't reproduce this. Please reopen if there is a repeatable failure with the mirror.
