1) Add a setter to disable/enable it at any point in time per view/transaction
2) Disabling legacy mode must only be possible if no legacy objects are loaded
3) Deprecate the thread local var solution in CDOUtil
4) Change the way legacy mode is controlled via the UI

Moving all open issues to 4.2. Open bugs can be ported to 4.1 maintenance after they've been fixed in master.
