We currently don't have support for any of the PL/SQL 'scalar' argument types, including:

- BinaryInteger
- Dec
- Int
- Natural
- NaturalN
- PLSQLBoolean
- PLSQLInteger
- Positive
- PositiveN
- SignType

Fix part# 2 checked in.  Now support the following:
 - BINARY_INTEGER_TYPE
 - BOOLEAN_TYPE
 - NATURAL_TYPE
 - PLS_INTEGER_TYPE
 - POSITIVE_TYPE
 - SIGN_TYPE
