The SysML specification allows to specify actors in BDD and as types of block properties (for instance in a context diagram of a given system).
Then in IBD it should be possible to drag and drop those properties. It is not possible (not allowed) and the part creation from wizard restricts the selection to blocks (not possible to select actors).

This is supported in the current version

There is a specific actorpart element in SysML 1.4 palette that is restricting selection to actor.

It's possible to drop the properties and there is an entry in the palette for actorPart
