I opened a ticket on GitHub to get the Eclipse Lyo committers authorized to close pull requests and receive e-mail notification of pull requests.   The GitHub team stated 

"An owner of the org needs to add you to one of the teams".

Please add the Lyo committers [1] to the appropriate team so that we can close pull requests and receive e-mail notification of pull requests.  Or, let me know if there is a different way to request this access.

Done. Note that we do not have any automated processes to keep committer lists in sync with Team lists.
