I want to use Tycho 0.13.0 to build Tycho 0.14.0-SNAPSHOT. Generally, because I think this is a good idea, but also because I want to make use of the new target file features to be able to use the same target file in Eclipse as in the build (see tycho-bundles/tycho-bundles-target). 

The latter may also be possible with the currently used 0.11.1, but updating the bootstrap version and getting rid of one of the target files could be done together.
