Scout Project creation fixed for SWT UI Plugins when running on a platform >= 3.8:
- added additional plugins to swt product files
- corrected default config.ini
- added new product properties (applicationXMI, css)

compatibility layer for scout sdk introduced.
implementations for eclipse 3.5, 3.6, 3.7, 3.8 and 4.2 added.

new tree-based extensible project creation pipeline implemented.

scout sdk is now capable to run under eclipse 3.5 as well.

Bug 365903 has been fixed.

Scout SDK is now capable to run under Eclipse Juno.
