Preference setting for EGL Formatter of Tab policy does not work

Reproducible: Always

Steps to Reproduce:
1.Open window->preference->EGL->Editor->Formatter
2.Create a new Formatter
3.Edit this new Formatter in General Settings change Tab policy to Tabs only and set a Indentation size.
4.Apply the setting and open a egl file to format it.
You will find the Tab policy does not work. but if you set it to Spaces only, it will work fine
