New target API was introduced in Bug 347695.  IUBundleContainer uses the new APIs, but the other location types do not.  At a minimum we should have the core API for serialization/deserialization implemented for them as that change will affect the file structure.

With changes to the persistence code, moving these locations to the new API will not cause file structure changes.  This is not important enough to worry about, closing as WONTFIX.
