For the Scout 3.8.0 Juno release we consider to deprecate the Scout Axis webservice support and replace it with JAX-WS (RI 2.1.6 in JDK 6) support.

This involves the following requirements:
- publishing of webservice providers (Contract-First, Code-First) located in different bundles
- access of webservice consumers in the form of Scout services
- transactional scope for webservice requests
- authentication for webservice requests
- session handling for webservice requests
- transactional headers

The Scout SDK should support creation and maintenance of webservice providers and consumers.
