(I've already fixed this, but thought I should enter a report on what I found, and did). 

After syncing for M3, the "simrel" was failing validation in my workspace ... saying something about something required a particular version of cvs feature but it could not be found. 

It appears the ep.b3aggrcon file had its feature versions updated for M3, but the URL itself still pointed to M2 ... so, I change the contribution URL to use S-4.2M3-201110281100 instead of S-4.2M2-201109161615. 

That made it "pass" validation in my local workspace (that is, it got past ep, at least, ... failed elsewhere).
