Support for the packageSubstitution is missing.

Reproducible: Always

Steps to Reproduce:
1. Right-click on EJB project, select properties
2. Expand XDoclet --> ejbdoclet
3. packageSubstitution is missing and there is no way to add a subtask.

The XDoclet support is almost retired. Due to several reasons:
- Lack of interest in the adopters and the current committers to maintain it. 
- The XDoclet technology is dead - no sign of life since 2005. 

However, I could review a patch if someone is willing to contribute it.

I am closing all tickets related to XDoclet as WON'T FIX, because there is no committer to support this functionality. I can review patches if anyone is willing to contribute.
