Sounds like a good implementation strategy (reuse that code), but the cited menu path doesn't really fit the UI. A user would never look for an Install operation under 'File > Export > Deployable plug-ins and fragments' if all he wants is to patch his install.
This bug hasn't had any activity in quite some time.
