Extesion of bug https://bugs.eclipse.org/bugs/show_bug.cgi?id=362028, to apply the same init-dispose logic to the visible-when condition on content outline nodes

Reproducible: Always

Steps to Reproduce:
1.Create a Content Outline Node
2.Attach a condition to visible-when
3.It initializes the properties even when the condition is false
