 1) The default 'Editor tab' setting of RUI is opening the design tab (EGL > Rich UI > Appearance > General > Editor tab).
 2) Create an RUI handler, and open the handler with VE. But sometimes it open with source tab, and sometimes open the handler with design tab.

I have seen this problem before as well.

It is the same problem with 361340, witch has been fixed. Rocky, you can close
it.
