A number of bugs have been identified recently in org.eclipse.jetty.util.log.* classes, identify and improve the test coverage of the classes in this package.

How to gather cobertura report for this package

$ cd jetty-util
$ mvn -Dtest=org.eclipse.jetty.util.log.* clean cobertura:cobertura

Then open the report in your browser - 
jetty-util/target/site/cobertura/index.html

Existing test coverage of this package is at 33%.

Considering this complete.
Test coverage has improved well past 60% now.
