The current implementation prevents adding new participants in Re-work phase.
However it shall be possible to add participants as the re-work phase could add new items for review.

This needs to be discussed.

Note, There is no user notification to indicate why the context menu does not give the option.  In fact, I think the content in the context menu should depend on the selected element and not on the phase / state of the review. 
  Otherwise the user has no indication / explanation on the difference on behaviour, and simply appears to be a bug rather than intended functionality.
