If I create a bundle with this extension

      <placeholder
            placeholderPage="http://www.eclipse.org"
            plugin="org.eclipse.myfeature.doc">
      </placeholder>
   
 </extension>

and launch Eclipse I see the page with placeholder links, but the link to eclipse.org has the wrong href:

Fixed with commit message:

Bug 361873 - [Help] PlaceholderPage does not work if it is an external URL

This commit also contains new tests
