If I create a bundle with this extension

<extension
         point="org.eclipse.help.toc">
      <placeholder
            placeholderPage="http://www.eclipse.org"
            plugin="org.eclipse.myfeature.doc">
      </placeholder>

 </extension>

and launch Eclipse I see the page with placeholder links, but the link to eclipse.org has the wrong href:

<a href = "..http://www.eclipse.org">org.eclipse.myfeature.doc</a>
