Steps to Reproduce:
1. new a RUI handler
2. preview
3. on the top left, preview and show in external web browser are disable and gray

I also encounter this problem.
It seems it only happen when creating a new RUI handler. So I guess this is a wizard problem. Set the owner to song fan.

It should be a VE problem. Might be caused by some initialization issue.
Wizard didn't transfer an parameter to VE while opening the RUI handler, but the path information.

So set the owner to Forest.

this needs to be fixed soon, it's pretty in your face when using RUIHandlers, I'm not necessarily seeing on a new handler, but I've seen it from time to time on a handler I've been using for a while.

In order to solve 358322, Xiao Bin have made some changes to EGLPackageWizard, that will make a thread problem, in some time, VE will be opened before the handler is created by new wizard, that make VE has a lot of problem, so I make a fix to change it back when new handler and reopened 358322 to let Xiao Bin to find a better solution.

Can not reopen 358322, so create a new bug 362289 to Xiao Bin.
