DojoTextArea: onChange only triggered when focus lost. This also happens in RBD.

Reproducible: Always

Steps to Reproduce:
1. Create new Web Client Project
2. Download the attached RUIHandler and copy it to your project
3. Open it by VE preview or real browser
4. Type some words in DojoTextArea, the onChange event doesn't triggered.
5. The onChange event only triggered when focus lost(click on the other widget)

Deferring to 1.0 - this is a low priority defect that also occurs in RBD
