DojoTextArea: event onFocusLost got wrong sequence. This also happens in RBD.

Reproducible: Always

Steps to Reproduce:
1. Create new Web Client Project
2. Download the attached RUIHandler and copy to your project
3. Open in VE preview/Chrome/FF/IE
4. Click the TextArea to get focused, then click TextField.
5. It will regain the focus first and then lost focus.

Deferring to 1.0 - this is a low priority defect that also occurs in RBD
