When repacking the babel fragments (Features have to many plugins, no os,ws,arch,nl-properties) it is not possible to use fragments, which depend on fragments, as this is not possible:

Processing inclusion from feature org.eclipse.platform.nl_de: Bundle org.eclipse.core.net.win32.x86_64.nl_de_3.7.0.v20110723043401 failed to resolve.:
	Host plug-in org.eclipse.core.net.win32.x86_64_0.0.0 has not been found.

Can you please at least let them depend on the host plugin and not on the fragments?

Steps to Reproduce:
1. create own feature
2. add corresponding fragments provided by babel
3. export the feature

The problem has been fixed in bug 313310. Please try the latest Babel language packs.
