The service message implementation is a generic facility that should be available as part of the notifications component in the commons.

The code has been refactored into the following new bundles:

 org.eclipse.mylyn.notifications.core
 org.eclipse.mylyn.notifications.feed
 org.eclipse.mylyn.notifications.ui
 
I have opened bug 365636 to track further refactorings to reduce duplication.
