This method is marked as being introduced in Eclipse 3.5 but it's not part of Graphics interface. It looks like a mistake.

Added setLineDashOffset method to Graphics, where it is implemented to throw a not implemented exception. It gets overwritten within ScaledGraphics, delegating to the nested graphics there. Committed changes to cvs HEAD (3.8). Resolving as fixed.
