In order to fix bug 360641 a workaround was introduced that stopped using ListTagCommand. Once bug 360650 is fixed we should go back to the previous code.

The workaround hasn't been reverted, TagCommand/ListTagCommand commands return now Ref since tags can be un-annotated (lightweight) so there is no RevTag object. Fixed with 3281a6553c74d16a948f43ee20f1f39292045466.
