implementing improvements to XPath2 "resolve-QName" function and xs:QName type implementation (particularly to equality of xs:QName values). I'll shortly be making commit along with few test cases.

committed fixes to service branch. changes yet to be committed to HEAD location. committed test case stub on HEAD location, that would be activated when improvements are copied to HEAD.
