The external memory map for the simArctic platform is setting the memory page attribute as code. This prevents any data from being placed in external memory. It should not specify the page attribute. The application config script should create a platform instance and assign the page attribute as needed to each memory section. The xdc.platform package should validate the page attribute but not assign it.

verified to be working correctly on 

xdc product : 3.23.00.33

The memory page attribute no longer exists as of part of simArctic platform.
The changes implemented for bug 360296 has been verified. Please look at the bug 360296 for more information.
