This is related to the move to relative urls and changes in how we structure our requirejs modules.

Tests are passing on IE but not others but not others. I'll investigate further for RC3. At worst I'll run the tests locally until the release.

This was due to the Gerrit instance taking port 8080 on the build machine. I have fixed this and the js tests are now all running (still a couple of failures but that can be tracked separately).
