Steps to Reproduce:
1.Installed ECLIPSE JAVA EE
2.RAN THE ANDROID SDK(installer_r13-windows.exe)  from http://developer.android.com/sdk/index.html
3. INSTALL NEW SOFTWARE IN ECLIPSE UNDER HELP
4. ADDED PLUGIN URL https://dl-ssl.google.com/android/eclipse/ 
5. SELECT THEN NEXT
6. ERROR SHOWS UP AT THIS POINT
