Completed reviews were not able to transition to previous states,  however recent changes affected this, so now it's possible to regress completed reviews.

This shall be discussed.

This is done on purpose, as a means for users to "undo" a review change.  We need to discuss if it is OK.  Changing priority to enhancement

Also linked to this is that we should be able to regress anomalies from the VERIFIED state using the toolbar buttons
