[Sorry, this isn't really a Tools issue, but there's really no appropriate component.]

I believe it's a very good idea for all of our .java files to be formatted in the same way.  I asked what other projects do on the cross-project-issues mailing list and got this response http://dev.eclipse.org/mhonarc/lists/cross-project-issues-dev/msg06654.html

Essentially:
* Yes, do have a standard format.
* Put the formatting rules in the repository so people can import them into their workspace.
* Encourage developers to turn on the "format on save" preference.

We'd have to hammer out what the format should be, and then apply it to all existing files.  And remember to put the info on our wiki too.
