The preview toolbar supports contributions, but not the design toolbar.

This should be done post-0.7.0.

Update: the preview's toolbar wasn't correctly implemented for extensibility, and is no longer being extended, so it has been made non-extensible. This bug should now be used for both preview and design toolbars.
