According to ROM styles specification (http://www.eclipse.org/birt/phoenix/ref/ROM_Styles_SPEC.pdf) there is ability to assign style to chart title using "chart-title" CSS selector.

Adding "chart-title" CSS selector to report design does not affect chart title.

Reproducible: Always

Steps to Reproduce:
1. Create any chart with any visible text in title.
2. Create style named "chart-title" with distinct font face and size.
3. Preview report and confirm that these changes does not affect actual chart title.

Actually attached report design affects all chart labels (the same as you would define built-in "chart" CSS selector).

Built-inn CSS selector "chart-title" should affect only chart title - attached report design does not reproduce the problem.
