Project plan documents have sections for listing bugs. These are specified using URLs that must be properly escaped. Ampersands used to separate parameters must be escaped to &amp;

This makes for some very cumbersome URLs. e.g.:

https://bugs.eclipse.org/bugs/buglist.cgi?priority=P1&amp;priority=P2&amp;priority=P4&amp;short_desc=%5BRestructuring%5D&amp;field0-0-0=flagtypes.name&amp;query_format=advanced&amp;bug_status=UNCONFIRMED&amp;bug_status=NEW&amp;bug_status=ASSIGNED&amp;bug_status=REOPENED&amp;bug_status=RESOLVED&amp;bug_status=VERIFIED&amp;bug_status=CLOSED&amp;short_desc_type=allwordssubstr&amp;type0-0-0=substring&amp;value0-0-0=juno%2B&amp;product=EMFT.facet

Bugzilla permits the use of semi-colons to separate parameters. project-plan-render.xsl messes with the provided URL resulting in semi-colons being escaped and subsequently ignored resulting in empty lists from queries that should be otherwise richly populated.

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet.

If you have further information on the current state of the bug, please add it. The information can be, for example, that the problem still occurs, that you still want the feature, that more information is needed, or that the bug is (for whatever reason) no longer relevant.

Won't fix. It's time to just deprecate/retire the XML-based plans.
