refactor, move, package, compiler setings

Reproducible: Always

Steps to Reproduce:
1. rui project(p1), package A with some files,
2. set the compiler settings of package A,
3. Move A to project p2,
4. Compiler settings of A in p2 is changed as the settings of p2.
expected result:
keep the compiler settings of moved packages.
