refactor, move, project

Reproducible: Always

Steps to Reproduce:
1. new a rui project named p1;
2. project - refactor - move
3. create a fold IN p1, named p2;
4. select p2 as the target folder to which you move the project
result: files in project p1 lose its data;
expected result: refactor-move should be disabled in menu of project.

Will not fix it since Move project into a folder within the project is not so reasonable
