Build Identifier: 

When an artifact in a TS module is open multiple times, an editor is initialized and open each time.  User would expect the editor to only open once.  Please see attached screenshot for more details.

Reproducible: Always

Steps to Reproduce:
1. Create a TS project
2. Modify dependency to depend on a TS module
3. Expand Model Project References > [ts_module] > Open an artifact in the TS module by double clicking on it.  Open it again by double clicking on it.  Notice there are multiple editors displayed.
