Currently it is not possible to provide translation for FileUpload widget in incubator.
User visible String should be localized.

As source code as been migrated into git, provided patch is not relevant anymore, so I created a pull request instead.

The new FileDialog implementation (org.eclipse.rap.addons.filedialog) has only few strings ("Add", "Browse"), which has been included in SWTMessages.properties bundle. Note that the new implementation requires RAP 2.2M2.
